APG 19-4 Held in Busan (January 7)

- Promote cooperation in Asia Pacific for securing future spectrum for 5G


The Ministry of Science and ICT announced that it hosted the 4th Meeting of the APT Conference Preparatory Group for WRC-19 (APG 19-4) for six days from 7 to 12 of January at the Busan Haeundae Grand Hotel.


World Radiocommunication Conferences (WRC) are held every four years to decide items on international frequency assignment such as spectrum for 5G network. APG 19-4, which is the 4th Meeting of the APT Conference Preparatory Group for WRC-19 (28 Oct. ~ 22 Nov. 2019, in Egypt) is a venue to discuss agenda items for WRC-19 together with Asia Pacific region.


Total 25 agendas were discussed at WRC-19 including additional allocation of frequencies for 5G network protection measures for mobile communication service in 28GHz band protection measures for mobile communication service in 1.4GHZ and 2.1GHZ band


At WRC-19, 11 bands including 24.25-27.5GHZ and 31.8-33.4GHZ are discussed as additional frequency bands for 5G network and Korea supports adjacent bands to 28GHZ, which Korea already allocated frequencies for 5G service.


Also, Korea plans to work together with the international community so that applying requirements for operation can be reflected in WRC-19 such as putting limit on satellite service output for protecting mobile communication service in the frequency range of 1.4GHZ, 2.1GHZ, 28GHZ, which Korea is already using or plans to use for purposes like Earth Stations in Motion (ESIM) and broadcasting satellites.


In addition, Korea, as the host country for APG 19-4, strives to set 28GHZ band as global harmonized band, as this is the 5G frequency band of Korea, by having vibrant discussions with major participating countries such as Japan and India.


In the opening ceremony, dignitaries such as Minister You Young Min of Science and ICT, Secretary General Areewan Haorangsi of APT, Chairman Wee Kyu-jin of APG, Counsellor Philippe Aubineau of ITU-R attended.


In his opening speech, Minister You highlighted the importance of 5G in the era of the Fourth Industrial Revolution. He presented on the current status of commercialization of 5G mobile communication service and future plans and invited the Asia Pacific region to increase cooperation towards the goal of early global deployment of 5G network.
