Four Security Standards Adopted at SG17 (Sep 6)

- Korea to lead international security standardization of ITU

National Radio Research Agency (RRA) of the Ministry of Science and ICT announced that in the “ITU telecommunication standardization bureau (ITU-T) Study Group 17 (SG17) (in the field of security, Chairman: Professor Yeom Heung-Yeol of Soon Chun Hyang University)” held in Geneva, Switzerland from August 27 to September 5, four recommendations on intelligent vehicle security, quantum cryptographic communications and smart grid developed under the leadership of Korea were adopted as international standards.

* ITU-T (ITU’s Telecommunication Standardization Sector): an international organization that legislates recommendations on international standards in the areas of network including telephone and internet, ICT and its utilization in the fields of IoT, big data and information security as well as fee settlement.

* SG17(Study Group 17): research group which legislates and revises standards of ITU-T security recommendations

The first recommendation, international standard on “security guidelines for Vehicle-to-Everything (V2X) communication systems (X.1372)” defines security technologies for V2X communications which forms the basis for autonomous driving services.

- The standard has been developed by Electronics and Telecommunications Research Institute, Hyundai Motors and Kakao Mobility since 2014. Vehicle-to-Everything (V2X) communication systems is a generic term for the communication modes termed as vehicle-to-vehicle (V2V), vehicle-to-infrastructure (V2I), vehicle-to-nomadic devices (V2D) and vehicle-to-pedestrian (V2P) communications and defines security threats between each communication mode, security requirements and use cases.

- This will be useful for domestic companies conducting research on autonomous vehicles in their product development, prevention of overlapping investment and securing safety for vehicles.

* V2X(Vehicle-to-Everything), V2V(Vehicle to Vehicle), V2I(Vehicle to Infrastructure), V2D(Vehicle to Device), V2P(Vehicle to Pedestrian)

The second recommendation, international standard on “security threats in connected vehicles(X.1371)” defines use cases for providing intelligent vehicle security service and identifies and describes security threats that can arise from each case.

- This standard has been jointly developed by Electronics and Telecommunications Research Institute, Hyundai Motors and Kakao Mobility since 2018 and identifies and describes security threats by taking into account outside hacking sources, back-end servers, telecom channels, update procedures in order to safeguard security for intelligent vehicles.

- This will become the basic standard for ITU-T’s international standardization efforts in the field of intelligent vehicle security. It will be utilized in security research of domestic vehicles to gain upper hand in excellence of technology and is expected to contribute to exports as well.

The third recommendation, international standard on “quantum noise random number generator(X.1702)” describes the methodology of random number generation which has deployed quantum technology from the perspective of security for the world’s first time.

- SK Telecom has taken initiative in developing the standard since 2018. As this involves quantum technology which generates unpredictable true random numbers without patterns, there are high hopes for it to enhance security of state-of-the-art services such as IoT, autonomous vehicles and smart cities.

The fourth recommendation, international standard on “security guideline of smart metering service(X.1332)” describes security solutions to safely utilize data collected from smart meters of users in smart grid environment.

* smart grid: efficient solutions for power supply management by remotely automating power usage and information on quality from electricity supplier in all ranges of power consumption

- This standard has been developed under the leadership of national security research institute since 2016. It describes the way for power usage and information on quality collected from smart meters installed in consumption area to be safely used by electric power companies, operators of value-added service and consumers etc.

- This will be applied to the joint use of big data for electric power which has expanded thanks to the recent initiative on emerging energy industries of Korea.

Meanwhile, in SG17, Korea proposed four new projects and succeeded in passing them in the field of standardization including the standard on “the terminology of distributed ledger technology” which is an outcome from FG-DLT* meeting which recently has ended. This will contribute to heightening the status of Korea in R&D of security technology standardization including blockchain technology.

* FG-DLT (ITU-T Focus Group on Application of Distributed Ledger Technology): a temporary organization that conducts research beforehand on the possibility of publishing international standards in relation to distributed ledger technology

Director Lee Kyung Hee of International Cooperation Division of RRA said, “we could reaffirm the status of Korea in the field of information security of ITU-T based on the tangible outcomes of this international conference. This will greatly contribute to raising competitiveness of domestic information security industry on the global stage.”
