A High-Capacity, Two-Way Content Service Technology to Be Adopted as the ITU International Standards (November 29)
In-band full-duplex operation and RoIP(Radio over IP) technology transmission
□ The Ministry of Science and ICT (MSIT) together with the National Radio Research Agency (RRA) announced on the 29th that the two standards, ‘In-band full-duplex operation’ and ‘RoIP technology transfer’*, developed and led by Korea, were adopted as the international standards during the ITU-T SG9: Broadband Cable and TV (vice-chairman Director Kim Tae-Gyun of ETRI), held in Bogota, Columbia from November 21st to 28th.
* In-band full-duplex operation is a technology that can improve frequency efficiency over existing transmission system by simultaneously providing upstream and downstream services in the same frequency band.
* RoIP(Radio over IP) technology transmission standard is a technology that allows a cable broadcasting network to use as it is without replacing expensive broadcasting transmission devices when converting from the Hybrid Fiber Coaxial Cable (HFC) to Fiber To The Home (FTTH).
※ ITU-T(International Telecommunication Union Telecommunication Standardization Sector) is an intergovernmental body which establishes international standards in the fields of ICT, utilization, payment related to IoT, big data, and network including phone and mobiles.
※ Research Group (SG9) is in charge of standardization of broadband cable TV and is recently working on digital transmission standardization related to a large amount of content including UHDTV and augmented broadcasting.
□ The two standards adopted at the conference, ‘In-band full-duplex operation’ and ‘RoIP technology transmission standard’, were developed by Electronics and Telecommunications Research Institute (ETRI) from 2016 and 2017, respectively, as part of MSIT’s ICT broadcasting R&D project. The process of ITU international standardization has also started simultaneously.
ㅇ If the in-band full-duplex operation is applied to video on demand service (VoD), upstream and downstream services* are available in the same frequency. Thus, companies are expected to enjoy cost-saving effects and the government can effectively use limited frequency resources.
*The upstream service means that subscribers(customers) transmit data and downstream service means that operators(service providers) transmit data.
ㅇWhen a cable broadcasting network is improved to FTTH from HFC, the existing expensive broadcasting transmission devices can be used without replacement if RoIP technology transmission standard is applied. Therefore, subscribers are expected to enjoy high-speed, high-definition content and operators are to enjoy cost-saving effects.
□ According to Jung Sam-young, a team leader of International Cooperation at RRA, “this accomplishment enabled us to effectively use frequency and utilize the existing devices in a new network environment”, and “we will actively follow the process of standardization along with experts from industry, academia and research institutes based on the results of the conference”.
□ In addition, Mr. Kim Tae-Gyun, a chief delegation of ITU-T SG9 and a chair of WP2 (cable related terminal and application) stated that “we will push ahead with standards development so that citizens can easily and conveniently use a large amount of content in response to the technology demand for high-capacity, high-definition content transmission.
